ASH to Testify on World Tobacco Treaty [03/02-1]

ASH will present testimony listing more than two dozen ways in which the first world-wide antismoking treaty can be improved and strengthened.

You or any antismoking organization of which you are a member can also participate by submitting your own testimony and/or by supporting ASH's.  Please read below for details!

Tobacco use is the leading cause of preventable death in the world today.  Unfortunately, the World Health Organization estimates that worldwide mortality from tobacco is likely to rise from the current 4 million deaths a year  to about 10 million deaths per year by 2030, with over 70% of those deaths occurring in the developing world.

For this reason, The World Health Organization has initiated the Framework Convention on Tobacco Control (FCTC).  When adopted, the FCTC will be the world's first legally binding agreement focusing on global tobacco control. The FCTC is no ordinary convention.

The FCTC is currently being negotiated by the member states of the World Health Organization, of which the United States is a permanent member.

A draft of the FCTC has been created by the Chairman of the FCTC. This draft will be the focus of the next Intergovernmental Negotiations meeting of the member states of the WHO scheduled for April 30-May 5, 2001.

The U.S. delegation is specifically requesting feedback on the Chairman's text. For this reason ASH will submit testimony to  the US delegation led by representatives of the Department of Health and Human Services on March 8, 2001.

ASH encourages other organizations and individuals to contact the US delegation to the FCTC and ask them to negotiate the FCTC from the principle that the protection and promotion of public health must be the guiding principle for all the decisions and actions of the negotiating parties.

ASH ALSO ASKS OTHER ORGANIZATIONS AND INDIVIDUALS TO FEEL FREE TO ADOPT ALL OR ANY OF ASH'S SUGGESTIONS CONCERNING THE CHAIRMAN'S TEXT.  A SIMPLE EMAIL MESSAGE SAYING THAT YOU OR YOUR ORGANIZATION SUPPORTS ASH's PROPOSALS WOULD HELP.

Comments can be submitted electronically by sending an e-mail to FCTCOIRH@osophs.dhhs.gov.

To submit comments by mail, send to: FCTC Comments (Attn: Ms. Amal Thomas),
